O R D E R In view of the concurrent order this appeal has to be allowed and the writ petition has appeal has to be dismissed. The order of the Division Bench is set aside and the order of the learned Single Judge stands restored. Consequently the appeal is allowed with costs quantified at Rs.10,000/- (Rupees Ten Thousand only).
